Augustus 2012 op een na dodelijkste maand voor Afghaanse burgers

De Verenigde Naties hebben donderdag gemeld dat het aantal burgerslachtoffers in de eerste acht maanden van dit jaar in Afghanistan is afgenomen, maar dat augustus de een na dodelijkste maand was voor Afghaanse burgers sinds de VN-telling in 2007 begon.

Het conflict in het land kostte in augustus aan 374 burgers het leven en er raakten er 581 gewond.

In juli en augustus van dit jaar was er een kentering in de daling van het aantal burgerslachtoffers, en vielen er meer burgerslachtoffers dan in dezelfde periode vorig jaar.

Dat heeft Ján Kubiš, de Speciale Gezant van VN-Secretaris-Generaal Ban Ki-moon voor Afghanistan, donderdag in Kabul bericht. Kubiš leidt ook de United Nations Assistance Mission in Afghanistan (UNAMA).

Opstandelingen blijven de meeste burgerslachtoffers maken, en zijn verantwoordelijk voor meer dan 85 procent van al de doden en gewonden onder burgers tijdens de afgelopen zomermaanden.

"Civilian casualties have also decreased overall through the first eight months of the year compared year on year, he pointed out. “However this trend began reversing during this summer with a greater number of civilian deaths and injuries occurring in July and August than in the same period last year,” Mr. Kubiš said."

"In fact, he noted, August was the second deadliest month for civilians since UNAMA began recording civilian causalities with 374 civilians killed and 581 injured. Anti-government elements continue to cause the vast majority of civilian casualties, bearing responsibility for over 85 per cent of all civilian deaths and injuries during the summer period."

AFGHAN TRANSITION MOVING FORWARD BUT FACING NUMEROUS CHALLENGES – UN ENVOY

Afghanistan is moving forward in the transition to greater ownership and responsibility for its affairs but faces a number of challenges, including generating a perception of greater security for ordinary citizens and addressing human development needs, the United Nations envoy to the Central Asian nation said today.

Ján Kubiš, the Secretary-General’s Special Representative for Afghanistan, told a meeting of the Security Council that, as reported by the UN-mandated international military force and the Afghan authorities, both the military campaign and the security transition are “on time and on track.”

Afghan authorities are working with the international community so that by 2014 they can assume full responsibility for security in all of the country’s 34 provinces. They are also working towards taking greater ownership of development in a country where more than one-third of the population lives below the poverty line, and one in every two children under five is chronically malnourished.

In his remarks, the UN envoy noted that on security, as stated in Secretary-General Ban Ki-moon’s latest report, there has been a decrease in security incidents between May and July as compared to 2011.

“Yet many ordinary citizens and Government officials throughout Afghanistan continue to point out to the continuous fragility of the security situation in Afghanistan, to the fear and insecurity that impedes everyday life,” said Mr. Kubiš, who also heads the UN Assistance Mission in Afghanistan (UNAMA).

In his report, Mr. Ban noted that improvements in the security situation have been registered against the record high incident levels of 2011.

“These gains have not, however, generated public perceptions of greater security and do not reflect improvements to the institutional structures required for longer-term stability,” wrote the UN chief. “Little has changed in the underlying dynamics to mitigate a deep-seated cycle of conflict.”

Mr. Kubiš said that even where there are not armed clashes, an “insidious campaign” of intimidation and targeted killings is claiming lives of government officials, women’s rights activists, tribal elders and community leaders, including those actively working for peace.

“The impact is visible in the curtailed delivery of development programmes and humanitarian aid,” the Special Representative said. “Outreach by Government services and personnel are limited in many part of the country. Internal displacement increases, people move to the relative safety of provincial and regional centres.”

The envoy also noted that while security transition is important, the ultimate key to future stable Afghanistan is “successful Afghan-led and Afghan-owned political transition.”

The 2014 presidential elections are in the centre of attention, he said, adding that the conduct of credible polls with a mandate for the new country’s leadership is essential to national unity and legitimacy as well as a critical component of ongoing international support.

UNAMA veroordeelt recente aanvallen opstandelingen op onderwijs Afghanistan

De United Nations Assistance Mission in Afghanistan (UNAMA) vav de Verenigde Naties heeft zaterdag in een verklaring de aanvallen in Afghanistan van de laatste tijd op het recht op onderwijs scherp veroordeeld.

De UNAMA is ernstig bezorgd dat de bescherming die burgers, en in het bijzonder kinderen, nodig hebben bij hun recht op onderwijs ernstig wordt geschonden door de aanvallen van opstandelingen op scholen en onderwijsfunctionarissen van de laatste weken.

De aanvallen zijn een “ernstige schending van het humanitaire recht en op het recht op onderwijs”, aldus de UNAMA.

In de verklaring dringt de UNAMA er bij de elementen die antiregeringsgezind zijn op aan de “haataanvallen” tegen kinderen en onderwijsfunctionarissen te beëindigen.

UN MISSION IN AFGHANISTAN CONDEMNS ATTACKS ON SCHOOLS BY INSURGENTS

The United Nations mission in Afghanistan today voiced serious concern over reported attacks on schools and education officials by anti-government groups in recent weeks, saying the raids were a violation of children's right to education.

"It is imperative that all parties to the conflict respect the civilian status of schools and work to protect and promote the rights of children, particularly girls, to education," the UN Assistance Mission in Afghanistan (UNAMA) said in a statement.

The mission said it had over the past year monitored unacceptable levels of violence by anti-government elements directed against schools, education institutions, their staff and students.
Last week, insurgents targeted education officials travelling in Paktika province killing five civilians and wounding seven others.

In Khogyani district of Nangahar province on 8 May, anti-government elements set fire to a girls' secondary school in Wazir village, destroying two school buildings and equipment.

Insurgents have also conducted a campaign of intimidation against community leaders and staff at the school to force its closure. "UNAMA condemns these attacks that aim to limit access to education and to intimidate civilians," said the statement.

The mission said the attacks and acts of intimidation demonstrate a disregard for the protection of civilians, especially children, and of civilian institutions.

"They are a serious violation of international humanitarian law and of the right to education," said UNAMA in its statement. It urged the anti-government elements to stop the "heinous attacks" against children and education officials.

"UNAMA calls for the respect of international humanitarian law and for the right to education for all Afghans."

The mission also called on the Afghan Government and the international forces to ensure that effective security measures are in place to protect schools, students and teachers.

"UNAMA strongly urges anti-government elements to uphold and demonstrate the commitments to education they have made in public statements."

In a related development, UNAMA and two UN agencies called on the Afghan Government and NATO to ensure that the protection of women and girls is a central component of the security arrangements that will emerge from the 2014 transition when NATO will hand over full security responsibilities to Afghan authorities.

In a joint press release issued ahead of the NATO Summit in the United States city of Chicago on 20-21 May, UNAMA, UN Population Fund (UNFPA) and UN Women urged NATO and the Afghan Government to fulfill Security Council resolution 1325, which requires that all parties to take special measures to protect women and girls in armed conflict. The resolution also stresses the critical role women can play in all efforts to promote peace and security.

"Now is the time to deal with the longer-term security and protection needs of Afghan women who have long borne the brunt of the war in Afghanistan," said Ján Kubiš, the Special Representative of the Secretary-General and head of UNAMA.

"Women's specific protection needs should be central to plans being made as the Afghan national army and police prepare to take an increasing lead in security operations and the NATO--ISAF mission evolves from combat operations to training and assistance to Afghan forces."

Women's rights groups and Afghan civil society have stressed that gains made in the past decade for millions of Afghan women in securing equal constitutional rights, political participation, and access to health and education must not be compromised in any transition agreements between NATO, international partners and the Afghan Government.

"Protection of women during transition and in post-transition is critical as women are more vulnerable to insecurity and any breakdown in local rule of law," said Georgette Gagnon, the Director of Human Rights in UNAMA.

"Transition should prioritize an increasing civilian policing role for the Afghan National Police over its paramilitary functions, including expansion of human rights protection with a particular focus on women's rights and rule of law."

The UN bodies stressed that protection for women during and after the transition requires that the Afghan National Police be fully resourced, trained, equipped and sensitized to affectively address cases of violence against women and girls.

"It is important that the international and national community puts every effort into breaking the silence and ensuring that the voices of women and girls are heard and that the necessary services are put in place to support those women and girls," said Laurent Zessler, the UNFPA Representative in Afghanistan.

Ingibjorg Solrun Gisladottir, the UN Women Country Director for Afghanistan, said: "Security is paramount for improving girls and women's freedom of movement and access to education and health services..

Women understand the drivers of insecurity in their communities and it is crucial to include Afghan women's groups in decisions impacting on their security during and after the transition of security from NATO-ISAF to Afghan forces."

VN veroordeelt aanslag op burgers in Kabul als onwettig

De UNAMA-missie van de Verenigde Naties in Afghanistan heeft de aanslag met een autobom en zelfmoordaanval in de Afghaanse hoofdstad Kabul scherp veroordeeld. Bij de aanslag kwamen 8 burgers om en raakten 11 burgers gewond.

Een woordvoerder van de VN noemde in een verklaring dit soort willekeurige aanvallen "onwettig" en de verantwoordelijken zijn volledig aansprakelijk voor de dood en de verwondingen van burgers.

Volgens verslagen was de aanslag gericht op de internationale gemeenschap en vond die plaats minder dan 200 meter van een school waar kinderen aan het leren waren of op weg naartoe waren, en waar leraren aan het werk waren.

The United Nations Assistance Mission in Afghanistan (UNAMA) today strongly condemned a car bomb and suicide attack in the country’s capital, Kabul, which killed eight civilians and injured 11 others.

“Such indiscriminate and illegal attacks are unacceptable and that those responsible are fully accountable for the deaths and injuries of civilians,” UNAMA said in a <"http://unama.unmissions.org/Portals/UNAMA/Press%20Releases/2MAY2012_UNAMA__KABUL-ATTACK_[ENG].pdf press statement.

The attacks reportedly targeted the international community and took place less than 200 metres from a school where children were studying or on their way to school, and where teachers were working. Women and children were amongst the dead.

UNAMA commended the rapid response of the Afghan National Security Forces, which quickly contained the incident. It also offered its condolences to the families of those killed and wished a speedy recovery to those injured.

Last month, the UN spoke out against a series of attack which also targeted international organizations in the country, as well as foreign diplomatic missions in the capital.

In March, the Security Council extended UNAMA’s mission for one year so it can continue supporting the country as it goes through the process of assuming full responsibility for its security, governance and development efforts.

UN MISSION VOICES SHOCK AT KILLING OF AFGHAN CIVILIANS

The United Nations has voiced shock and sadness at the loss of civilian lives in the southern Afghan province of Kandahar over the weekend and called for a full investigation to establish the facts behind the tragic incident.

According to media reports, a United States soldier stationed in Kandahar province left his base in the early hours of Sunday morning and went to several houses and killed 16 people, mostly women and children.

“We express our deepest condolences to the families of those who lost their lives and wish a speedy recovery to those who have been injured,” the UN Assistance Mission in Afghanistan (UNAMA) said in a statement issued yesterday.

While the US Government has not released the soldier’s identity pending further investigation, UNAMA called for the investigation to “rapidly establish the facts” surrounding the incident and bring those responsible to justice.

Zurkhaneh komt tot bloei in Kunduz, spelers Afghanistan behoren tot de wereldtop

Zurkhaneh bestaat uit een serie formele krachtoefeningen die uit worden gevoerd bij het ritme van een drum.

De sport wordt ook geassocieerd met een filosofie die aanzet tot ridderlijk gedrag, met inbegrip van trouw en een goed temperament. Hiervan wordt gezegd dat het kracht geeft aan lichaam en geest.

Mahboobullah Mahboob, het hoofd van de provincieraad van Kunduz en het hoofd van de Zurkhaneh Sportfederatie afdeling Kunduz, zegt dat “veel landen erkennen dat de sport zurkhaneh een rol kan spelen in het sociale welzijn van een land en in de culturele ontwikkeling".

Afgelopen week werd een presentatie van zurkhaneh in Kunduz gegeven, zo meldt de VN-missie UNAMA in Afghanistan.

De ceremonie werd bijgewoond door vertegenwoordigers van het Nationaal Olympisch Comité, jongeren, senioren en de consul van Tadzjikistan in Kunduz.

Suliaman Abdul Wahid, het hoofd van de Zurkhaneh Sport Federatie van Tadzjikistan, prees de Afghaanse spelers voor hun deelname aan een regionale competitie.

Hij zei: “Afghaanse spelers kunnen de meeste landen verslaan in de competitie. Ze eindigden in Bangladesh op de derde plaats tussen 20 andere landen.”

Foltermethoden die worden gebruikt zijn het slaan op voetzolen, ophanging van gevangenen aan hun polsen, toediening van elektrische schokken, het uittrekken van nagels, het veroorzaken van stress-situaties en pijniging van de genitaliën.

Ik heb dit eens onder de aandacht gebracht van de politiek, omdat Nederland mogelijk met dit soort figuren te maken krijgt of heeft.

Maar er verder nog niks over gehoord.
